Unless I am horribly mistaken, does the fact that the game area consists of only nine sectors mean that if there are four players, there are only 5 neutral sectors? Or is tehre a separate home sector for players? Or are home sectors added on for each player, so its 9 plus player home sectors?

It will be like you said 5 neutral sectors, but dont worry this works fine It's just a little more action packed lol

Would this not discourage players from playing matches with larger numbers of players, though? Having less neutral sectors would, assumingly, make it harder for players and slow down game progression due to less available space.
It could also result in deplorable rush tactics where a player aggressively scouts for player home bases, and builds military outposts there to blockcade them in, preventing other players from expanding and leaving all the space to the one player. This would result in the rushing player gaining an exponential lead with all the space to claim resources with little to no opposition. It would be a rather unfun experience for all but the rusher, I would imagine.
On the flipside, a fixed number is, I imagine, EXPONENTIALLY easier to program and implement, allowing you to focus on other things of greater importance that would expedite its release. Plus, this is all just my opinion. Everyone else might not mind.
